THEY MAY CHOOSE TO FILE THEIR SALN JOINTLY OR SEPARATELY.
• In case of joint filing, all real and personal properties shall be declared including their respective paraphernalia and capital properties, if there are any.
• However, they will vary only on the declaration of their RELATIVES BY AFFINITY, CONSANGUINITY PLUS INSO, BALAE AND BILAS
• Both shall affix their original signature.
• If both are members of the PNP, each personnel should be the declarant.
• In case of separate filing, they may declare all real/personal and other properties separately and signature of the spouse is not required.
The declarant shall tick off the box marked as “Not applicable.”
Yes, if the spouse is not a public officer or employee, the declarant shall still cause him/her to sign the SALN.
Declarant would still be single since the SALN Form refers to the preceding year. Hence, his/her properties shall still be declared as his own, and not community property or the property regime agreed upon at the time of marriage.
Spouses who are separated in fact or legally separated are still considered husband and wife, hence, the declarant’s spouse is still required to sign the SALN Form.
In the case of uniformed personnel, what should they indicate in the space requiring the position? Is it the rank or the designation?
Uniformed personnel are appointed to rank, thus, they should indicate their rank in the blank space for position.
Inherited properties are transferred to the heirs by operation of law. Hence, even without a transfer of the property under the name of the declarant, the latter shall declare his/her share in the inherited properties as his/her assets. For the acquisition cost, the declarant shall state zero (0). For real properties inherited, the declarant is required to provide the assessed value and current fair market value found in the tax declaration of the real properties concerned.

What are the Salient Provisions of PNPM-DPL-DS-5-1-03 and PNPM-DPL-DS-5-1-03
(“PCOPER” System and “PNCOPER” System)?
*** SALN can be amended within the year from the date of filing before the execution and filing of the new SALN for the following year.
*** The amended SALN shall be submitted directly by the concerned personnel to the Office of the President, CSC or Ombudsman as the case may be.
*** PCOPER and PNCOPER shall apply to all PCOs and PNCOs, respectively.
*** PCOs/PNCOs performance evaluation rating shall be conducted by the immediate supervisor(rater) to his subordinates (ratee) every 6 months covering the period from January to June and from July to December.
*** Transferred (Reassigned) or Detailed to other Office/Unit.
• Uniformed personnel transferred or detailed to another office/unit or given a new position/designation due to job rotation or promotion in the middle of a rating period, shall be rated by the immediate supervisor (old unit) for the duration of his/her stay in that unit and should provide a copy to the immediate supervisor (new unit) who would attach it to his/her evaluation at the end of the rating period.
*** Study Leave/Service Schooling
• Uniformed personnel who are officially on study leave shall not be rated during the duration of the leave of absence. Uniformed personnel on service schooling must submit, together with his/her academic grades, the last performance evaluation rating given by the training school to the unit/office where he/she will be assigned.
• Failure of the rater, ratee, reviewer, and Admin PCO to accomplish, sign and transmit the PCOPER/PNCOPER within the period required is a ground for an administrative case for SIMPLE NEGLECT OF DUTY.

The rater should be able to :
*** Rate his/her subordinates within ten (10) working days after the rating period
*** Ensure that the duly accomplished and signed rating form is transmitted by the Admin PCO/ PNCO to the ratee for his/her concurrence and signature within the same ten (10) working day period.
*** When giving extreme rating (highest or lowest), the rater shall support/ justify his/her subordinates by citing significant/critical incidents in the worksheet.
---The significant/critical incidents are situations or incidents that the rate manifested during the rating period that have a bearing in the performance of his/ her duties.
The ratee who conforms with his/her supervisor’s or rater’s evaluation of his/her performance shall:
*** Affix his/her signature and the date on his/her rating report within two (2) working days from receipt or tender of the rating
*** During the said period, he/she shall forward his/her rating to the Reviewer.
*** Once signed, he/she shall keep an authenticated copy of his/her rating for the period.
*** A ratee who disagrees with the rater must submit a written request for a review of rating to the Reviewer, copy furnished the rater, NLT Five days from receipt or tender of the rating.
*** In this case, the 20 day working period within which to observe the submission of the performance rating report to DPRM shall not apply. In his/her request for review, the rate must include the ff:
--- 1. copy of the PCOPER/PNCOPER report; and
--- 2. List of performance factor ratings that are in dispute and written explanation why he/she deserves a different rating
The Reviewing Officer shall:
*** Peruse and attest the rater’s evaluation of the ratee within 8 working days after receipt of the rating;
*** In case the rate requests for a review of his performance rating , the reviewer should schedule or arrange a meeting with the rater or supervisor and the ratee to discuss and clarify the report NLT 5 days from the receipt.

- Yes, a female employee who delivered stillbirth can avail of maternity leave. She is entitled to 60 days maternity leave with full pay.
-Yes, the female employee is entitled to 105 days maternity leave with full pay, as her right to enjoy the benefit has already accrued from the live childbirth.
- Yes, the 105 days maternity leave with full pay shall be granted in case of live childbirth, regardless of the mode of delivery, whether normal or caesarian.
-Yes, the maternity leave period is counted in calendar days, inclusive of Saturdays, Sundays and Holidays. This is in consonance with the rule that maternity leave should be availed of in a continuous and uninterrupted manner.
- A female worker entitled to maternity leave benefits may, at her option, allocate up to seven (7) days of said benefits to the child’s father, whether or not the same is married to the female worker. The allocated benefit granted to the child’s father under RA No. 11210 is over and above that which is provided under Republic Act No. 8187 or the “Paternity Leave Act of 1996”.
In case of death, absence, or incapacity of the child’s father, the female worker may allocate to an alternate caregiver who may be any of the following, upon the election of the mother taking into account the best interests of the child:
• A relative within the fourth degree of consanguinity; or
• The current partner, regardless of sexual orientation or gender identity, of the female worker sharing the same household.
The option to allocate maternity leave credits shall not be applicable in case the female worker suffers miscarriage or emergency termination of pregnancy.

The authorized decorations, service medals, ribbons and badges of the Philippine National Police and its categories are Operational Awards, Administrative Awards and Miscellaneous Awards.
